CCEC to investigate Napolitano campaign

A state commission has voted to formally investigate the state Republican Party’s complaint that Democratic Governor Napolitano’s publicly funded re-election campaign jumped the gun on spending.
The Citizens Clean Elections Commission voted 4-1 May 25 to approve a staff recommendation to formally review the complaint. It ordered an audit to determine whether web and e-mail work on behalf of Ms. Napolitano’s campaign violated prohibitions on spending before a campaign has the money to pay for it.
Glenn Hamer, the Republican Party’s executive director, welcomed the commission’s decision to investigate. “It’s fairly clear that she violated the law,’ Mr. Hamer said.
Republicans said possible penalties included removing Napolitano from the ballot, requiring her to surrender her public funding and imposing a civil penalty of up to $275,000.
