Amy Heisler

Amy Heisler
Hired by the Maricopa Partnership for Arts and Culture as director of communications and participation. She will be responsible for MPAC’s overall communication strategies, including marketing, public relations and relationship building with arts and cultural organizations throughout the greater Phoenix area. Ms. Heisler was most recently development director, Tocqueville Society, for Valley of the Sun United Way. She is a member and leader of the Heard Museum Monte Vista Club for young professionals and plays alto saxophone in the Arizona Wind Symphony.
Education
Gary L. Birnbaum was appointed associate dean for graduate studies and program development at the Sandra Day O’Connor College of Law at ASU. Currently, he is an adjunct professor at the college of law, teaching courses on private property rights and advanced topics in business law. Mr. Birnbaum has spent the last 15 years as managing director of the Phoenix law firm Mariscal, Weeks, McIntyre & Friedlander, P.A., and has significant experience in all aspects of commercial and real estate litigation. He is a member of Phi Beta Kappa, the Order of the Coif, the National Panel of Arbitrators of the American Arbitration Association, and the Counselors of Real Estate. He was elected a Fellow of both the American College of Trial Lawyers and the College of Law Practice Management.
Anna Solley was appointed president of Phoenix College. She has been serving as acting president since January 2005. Prior to serving as president, she spent four years as vice chancellor for academic affairs in the Maricopa Community College District Office. Ms. Solley holds a bachelor’s degree and a master’s degree in special education, and a doctorate in higher and adult education from ASU.
Promotions
Deborah Ostreicher was promoted to deputy aviation director for communications and community relations at Sky Harbor International Airport, a position in which she had been serving on an acting basis since February 2004. She advanced to her new position from her job as the Phoenix Aviation Department’s chief spokesperson. Ms. Ostreicher has a bachelor of science degree from the University of Maryland and a master of business administration degree from The American University. She began her career with the Aviation Department 10 years ago in the marketing division and later transitioned to communications and community relations. She began her permanent duties in May.
Councils
Armando Contreras was named by the Arizona Department of Commerce as the small business advocate and executive director of the Governor’s Council on Small Business. Prior to accepting this position, Mr. Contreras served as the director of the National Catholic Council for Hispanic Ministry. ADOC Small Business Services offers support and advocacy for small business development.
