Capitol Police arrest two, confiscate 27 pounds of pot

Capitol Police arrested two men Oct. 7 after an officer found more than 27 pounds of marijuana, cocaine, $22,030 and a 9 mm handgun during a traffic stop on North 20th Avenue and Van Buren Street.

Capitol Police officers conducted the traffic stop on a 2004 Ford Expedition for driving too close to another vehicle in the 1100 block of North 19th Avenue.

Commander Andrew Staubitz said the driver, Manuel Beltran-Vega, 22, was charged with possession of marijuana for sale, misconduct involving weapons and possession of a narcotic. The charges carry a maximum penalty of 20 years in prison

The passenger, Monserrath Biaz-Pacheco, 29, also was charged with possession of marijuana for sale, a Class 2 felony that carries a maximum penalty of 12-and-a-half years in prison.

The suspects are being held in county jail.

“It was a dangerous stop, so the officers did a great job controlling the scene,” he said. “The end result is we have some drug dealers now in jail. The Capitol’s a little bit more safe.”

Staubitz said the Capitol Police routinely run into drug users or people carrying smaller amounts of drugs. He also said the last substantial drug bust occurred within the last year when a police officer found someone carrying $1,800 and cocaine.

“This is the largest seizure the Capitol Police have ever got, at least while I’ve been here,” he said.

Staubitz said the Capitol police intend to move forward with forfeiture procedures in order to convert the cash and the suspect’s vehicles for state and Capitol Police use.
