Three lawmakers who plan to run for Congress are planning to leave the Arizona Capitol even before the legislative session heats up. Sen. Jonathan Paton, a Republican from Tucson, already declared he is going to resign to challenge U.S. Rep. Gabrielle Giffords in the 8th Congressional District.
