Arizona Attorney General Terry Goddard plans to tell Congress what it should do to stop smuggling of illegal immigrants.

Goddard’s office says he’s been invited to testify Thursday in Washington to a House subcommittee’s hearing on the Department of Homeland Security’s efforts to disrupt immigrant smuggling.

Goddard said in advance of the hearing that he will argue that the federal government needs to mount a much larger campaign against cartels that control human and drug smuggling.
