Chapa, Democratic lobbyist, remembered for dedication, sense of humor (access required)

Chapa died Nov. 19 at the age of 69, just 11 days after he was diagnosed with cancer. No one, including Chapa, realized he was sick, and his death came as a shock. Friends remembered Chapa as a social butterfly who loved to entertain, a diplomat who was able to bring people together, a friend who was always there with a witty joke, and a tireless advocate for his clients, which included Pima County, where he grew up.
