		<description>The Authority has put the cart before the horse.  Pay should be for performance, not for promises.  If Mr. Cardon actually brings thousands of jobs to Arizona, he should then be richly compensated.  But we do not know whether he will be able to do that, so why pay so much money? That is not good business.  The money could be bettere spent to support the operations of the Authority which are intended to bring business to Arizona.</description>

		<description>I suspect that the constituents that are calling my office about their financial and health problems, will not like this dramatic increase in salary and benefits.  I question the timing of this decision, since most state employees are seeing reductions to their benefits.  I certainly hope that Mr. Cardon&#039;s salary increase will have a good payoff to the state in the form of new jobs.</description>
