Most of the docs writing certifications are retired from day-to-day practice and do it because they have a lot less to lose should Brewer/Humble's lackeys target them. The Arizona Medical Board (or any doctor oversight board) has never done a good job of regulating bad docs, they usually circle the wagons to protect them. That's why 10% of docs are responsible for 90% of malpractice suits...AMB never weeds out the bad ones. Pun intended.
