It only shows they are an inmate and does not signify they are guilty of a crime, that is determined by the court. I think it works better as a deterrent from an escape attempt to avoid answering to the court for what you have been accused of. Give it a break Mr. Holder, Joe has done nothing wrong unlike the accusations levied against you for the fast and furriest crime that cost the lives of hundreds in Mexico and the death of innocent Americans.
