The state can&#039;t attract competent people now becuse of the pay sturcture now they want to strip the means by which any competent people there now choose to stay. The asses in the legislature have no idea what they are talking about. They just want to look like the are doing something to save money and streamline the agencys. 
State worers are asked now to work with inadequate funds and outdated tools to provide all the services heaped on them.</description>
