Arizona does not need any more prisons. They need to fix what they have and reform outdated, draconian laws that would save taxpayers millions. Education, not incarceration should be Arizona's priority. Coughlin, High Ground, CCA should not be driving Arizona policy -- the mass incarceration of its people! Cut this.
