		<description>What is very strange about this bill is that it greatly stengthens the Governor which the Legislature normally opposes.  With all agency heads serving at the pleasure of the Governor, and then these agency heads having the power to fire employees &quot;at will,&quot; what has usually been considered a weak governorship by many writers now becomes extremely powerful.  Did the the legislators even consider what would happen if another Janet Napolitano would become governor?  Do they think Janet Brewer will be easier to deal with when she comes a virtual czar of the state establishment?  What were they thinking?</description>
