		<description>If indeed this bill was debated all year, why do taxpayers have to hear this at the last moment.  This does little to build public trust for legislators who often side with corporations against taxpayer interests.  Pass a bill that requires public notice, 30-60 day public debate prior to any bill or amendment being considered.  No more last minute legislation that impacts taxpayers and state revenue.</description>
