Meanwhile, taxpayers are being bilked by hundreds of millions of $$'s that are spent on an estimated 40% of non-violent inmates who could be rehabilitated or held by new alternative methods with GPS. This money needs to be transferred back to education, healthcare, vocational training, rehabilitation and building stronger communities. Instead, Arizona is on a course of self-destructing itself, its people and its future.
