S1070 ruling: Everyone wins?

While some critics rejoiced, supporters of S1070 also claimed victory, pointing out that what they see as the law’s “heart and soul” has been upheld: the provision that requires law enforcers to inquire about people’s legal status if there is a suspicion that they are not in the country legally.
