1. We need to increase the size of the existing TEN government handouts
2. We need to educate consumers to want to buy expensive solar power
3. We need to mandate that consumers use it, just in case #2 fails
4. We need to improve the technology, so it becomes cost effective and reliable
5. We need to find a way to get China out of the solar manufacturing game.

Sounds like a plan.</description>
