As a plan for an alternative to medicaid, AHCCCS has been a big bust, no other state has gone this route. As for a smaller majority, it will generate more discipline, not a breakdown in the caucus, and forget ideas such as crossing over to the minority, it will never happen except if leadership of the majority votes with the Ds like in 1990.
