Conservatives quietly oppose Tobin’s tax credit bill (access required)

House Speaker Andy Tobin hit a conservative bump in the road to getting his research tax credit bill into law when 14 Republican lawmakers voted against the measure on the floor Monday. However, Democrats voted for the measure, allowing it to pass.
