Horne: Border security should be decided by panel

Arizona Attorney General Tom Horne says a federal immigration reform bill should not allow the Department of Homeland Security to pronounce the U.S.-Mexico border secure.

Horne says in a letter to Sens. John McCain and Jeff Flake that political appointees like current Homeland Security Secretary Janet Napolitano should not be allowed to make that decision. The immigration proposal being discussed in Washington would create a pathway to citizenship for 11 million people who came to the country illegally once that pronouncement was made.

The letter Horne sent Monday says Napolitano has declared the border is as secure as ever and can’t be trusted.

He suggests a panel be appointed to determine when the border is secure.
