As the Farm Bill Now rally took place outside the Capitol, Rep. David Schweikert, R-Scottsdale, was inside at a Conversations with Conservatives panel. He said the farm bill would get a quick vote if lawmakers agreed to strip out welfare programs, like food stamps, which he and others have insisted on.
