Spokesman for 4 Phoenix mayors retiring

A spokesman for four different Phoenix mayors is retiring on Dec. 31 after 19 years on the job. Scott Phelps says he volunteered to leave the office of Mayor Phil Gordon in anticipation of further budget cuts in Phoenix, where more than 1,000 positions have been eliminated in the past year.

Compensation experts question the wisdom of retention bonuses as the state's 9.3 percent unemployment rate has drastically reduced turnover. Cavazos named Phoenix’s new city manager

David Cavazos was named Oct. 26 as Phoenix's new city manager and will start the job on Nov. 6. The 49-year-old Cavazos was one of four finalists for the position and had been a deputy city manager. He will replace Frank Fairbanks, who is retiring Nov. 5 at age 63 after a 37-year career including 19 as city manager.
