Horne considers legal action in attempt to speed up death penalty cases

The 11 convicted killers Arizona has executed since 2010 spent an average of 22 years on death row. Attorney General Tom Horne thinks that is too long. He also thinks suing the federal government will speed up the process, but others say that a successful lawsuit would bring few or no gains because Arizona lacks criminal defense attorneys who are qualified to do proceedings known as capital post-conviction relief and are willing to do it for $100 an hour, the rate set in statute. That has historically left the Arizona Supreme Court scrambling to find enough attorneys to handle the constant stream of death cases.

Horne threatens to sue federal commission over voter registration forms <span class="dmcss_key_icon"><img alt="(access required)" src="/files/2013/12/lock1.png" border=0/></span>

Following the guidance of a U.S. Supreme Court justice, Attorney General Tom Horne has threatened to sue an effectively non-existent federal commission if it doesn’t put Arizona’s requirement of proof-of-citizenship on federal voter registration forms.

Horne is giving the U.S. Election Assistance Commission until Aug. 19 to act, stating in a July 26 letter to the commission’s acting executive director, Alice Miller, that Louisiana recently got approval to put requirements specific to the state on the federal forms.

Horne campaign finance case sent to Yavapai County prosecutor <span class="dmcss_key_icon"><img alt="(access required)" src="/files/2013/12/lock1.png" border=0/></span>

Yavapai County Attorney Sheila Polk has agreed to pursue campaign finance allegations against Attorney General Tom Horne and a top aide.

Arizona Solicitor General Robert Ellman, who reports directly to Horne, stated in a June 27 letter to Polk that he was referring the case to her office to avoid a conflict of interest in the case.
