Opportunity to Comment
TOWN OF PAYSON – PROPOSED CRAGIN WATER
PIPELINE AND TREATMENT PLANT PROJECT IN GILA COUNTY, ARIZONA

The Tonto National Forest is preparing an Environmental Assessment (EA) for the Proposed Cragin Water Pipeline and Treatment Plant Project. The Project is located north of the Town of Payson along a 15-mile corridor that would follow the existing Forest Road (FR) 32B, FR 32 (Washington Park Road), FR 64 (Control Road), FR 199 (Houston Mesa Road) and West Houston Mesa Road roadways in Sections 1, 2, 11-14, 23, 24, 26, and 27, Township 11 North, Range 10 East; Sections 24, 25, 35, and 36, Township 111/2 North, Range 10 East; and Sections 23, 26, 27, 33, and 34, Township 12 North, Range 10 East (U.S. Geological Survey [USGS] Payson North and Kehl Ridge, Arizona, 7.5-minute quadrangles).
The Proposed Action includes: construction of the pipeline and water treatment plant (WTP) (18-24 months); permanent operation and maintenance of the pipeline; a permanent easement (designated utility corridor) for the pipeline; authorization to purchase land for a WTP site, if on Forest Service lands (no authorization required if WTP site selected is on private lands). A component of the WTP site would also include electric, sewer, and hydroelectric power capabilities; permanent operation and maintenance of the WTP and associated facilities; and temporary construction staging areas.
The proposed action and associated analysis can be obtained from the Tonto National Forest Payson Ranger District, 1009 E. Highway 260 Payson, AZ 85541, (928) 474-7900 as well as the Forest Supervisors Office, 2324 East McDowell Road, Phoenix, AZ 85006, (602) 225-5200. In addition, the EA can be located online by accessing the Tonto National Forest website’s Land and Resource Management homepage. Click on ‘Projects.’ Navigate halfway down to the ‘VIEW A LISTING OF ALL PROJECTS’ link. Click the ‘Town of Payson Proposed Water Pipeline and Treatment Plant EA’ link. The comment period ends 30 days following the date of publication of this legal notice in the Payson Round Up and Capitol Times on February 4th, 2011. This publication date is the exclusive means for calculating the time to submit comments on the proposed action. Those wishing to comment on this proposal should not rely upon dates or timeframes provided by any other source. Only those who provide comment or otherwise express interest in the proposed action during the comment period will be eligible as appellants. Interest expressed or comments provided on this project prior to or after the close of this comment period will not constitute standing for appeal purposes. Comments must meet the requirements of 36 CFR 215.6.
