Geographic Description of Legislative District 4

This large district comprises both urban and rural areas of west-central Arizona. Included in the district are the northern 3-4 miles of Glendale (generally north of Bell Rd.), Peoria north of Union Hills Dr., all of Sun City West, and most of Surprise. The southeast corner of the district lies at the intersection of Happy Valley Rd. and I-17. From there the district line follows I-17 north to Rock Springs and then east along the Yavapai County line to the border with Gila County. It follows the Gila County line north along a ridge line in the Mazatzal Mountains to a point near where the Verde River crosses into Yavapai County. From there the district line continues along an irregular line to the northwest, slicing off the southwestern half of Yavapai County, coming close to but excluding Prescott and Prescott Valley (both of which are in LD-1). The line crosses into Coconino County just west of Seligman and then follows the BNSF railroad tracks past Nelson to the Mohave County border. It follows first the Mohave County and then the La Paz County border south to a point several miles north of where I-10 crosses into La Paz County. From there the district line goes east approximately 30 miles through the Big Horn Mountains and Hummingbird Springs wilderness areas before cutting south to a point northwest of the Palo Verde Nuclear Generating Station. The line then begins an irregular course to include Palo Verde and Buckeye before heading north to the boundary of the While Tank Mountain Regional Park. It follows the park boundary, including all of it within the district and following it north and then east to the intersection of Greenway and Rainbow Valley roads. From there the line goes east, crossing Loop 303 to Sarival Ave. and then north to Bell. It follows Bell east to 115th Ave., skirts around Sun City by going north to Beardsley Rd. and then south to Union Hills. It cuts through Peoria along Union Hills and enters Glendale. At 67th Ave., it dives south one mile to Bell and goes east to the Phoenix city border at 51st Ave. The line then turns north to Pinnacle Peak Rd., east to 43rd Ave., north to Happy Valley Rd., and then east along Happy Valley to the starting point at I-17. Outside of the immediate Phoenix metro area, population centers include Wickenburg, Black Canyon City, Cordes Lakes, Cordes Junction and Crown King. In metro Phoenix, District 4 borders Districts 6, 9, and 12. In the rural, western parts of the district, District 25 lies to the south, District 3 to the west and District 1 to the north. Large areas of the Tonto and Prescott national forests lie within this district, as do all or parts of nine wilderness areas.
