This North Valley district comprises north-central Phoenix and the area north of Phoenix, all the way to the Yavapai County line. The southwest corner of the district lies at the intersection of 51st Ave. and Bell Rd. From there the line goes north four miles to Pinnacle Peak Rd., cuts east one mile to 43rd Ave., before going north one mile to Happy Valley Rd. From there the line goes east to I-17, which it follows to just north of the Carefree Hwy. and then west to include development on the west side of
I-17 all the way to Anthem, north of which it cuts back east to follow the interstate to the Yavapai County line. The eastern boundary of the district starts at the Yavapai County line about halfway between I-17 and Seven Springs (near a place called Magazine Spring). From there it goes south, skirts west around the town of Cave Creek (leaving it in LD-7). The district line intersects Cave Creek Rd. just north of Dynamite Rd., and from there the line follows Cave Creek south to Beardsley Rd. It jogs west to 16th St. then south again to Greenway Pkwy. It then follows the parkway east to an alignment with 20th St. where it goes south to the intersection of Thunderbird, Cactus and Cave Creek roads. From there it generally follows Thunderbird west to I-17 where it jogs two miles north to Bell and then west three miles along Bell to the starting point at 51st Ave. District 4 lies to the west and north, District 10 to the south and District 7 to the east.
