When this district was created, virtually half of its registered voters were Republicans, and that party enjoyed an advantage of nearly 19 percentage points over Democrats. In the intervening years, Republican enrollment has declined more than eight percentage points while Democrat rolls have remained largely unchanged. Independents, third-party and unaffiliated voters have increased from 19 percent of the rolls to more than 28 percent. The result is that the Republicans comprise slightly more than 41 percent of registered voters and their advantage over Democrats has shrunk to less than 11 percentage points. The district has the seventh-smallest percentage of population living in poverty and is 11th in per-capita income.
