This is another L-shaped district in central Phoenix. It nestles into the L of District 14. The bulk of the district’s population is along the bottom of the L. The vertical part of the L is a 1¼ mile wide by 3½ miles long corridor along I-17, from Camelback Rd. to Butler Dr. (the half-miler between Northern and Dunlap). To the north lies District 10, to the east is District 11. The northwest corner of the district is the intersection of Butler and 29th Ave.; from there the line goes west to 19th Ave. and then south to skirt Phoenix Christown Spectrum Mall. The line zig-zags southeast to Camelback Rd. and then east to State Route 51 (Piestewa Parkway) before jogging south almost to Indian School. It then continues to zig-zag southeast to the border with Scottsdale and then Tempe. The line continues south to include all of Papago Park before heading west to 48th St. It goes north to McDowell Rd., where it heads west to Central and then dips one-half mile south to Roosevelt before going west again, this time continuing to 19th Ave. Except for dipping west of 19th Ave. once to snatch one precinct north of Thomas (West High), the line continues on 19th to Camelback, where it goes west to 29th Ave. It makes a quarter-mile jog to the west and follows 31st Ave. north to Orangewood, scoops out one precinct (Belmont) that straddles 35th Ave. and then continues north to the starting point.
Major retail centers include Phoenix Christown Spectrum Mall. Also in the district are: Phoenix Country Club (situated in a county island), On Semiconductor, Encanto Park and Papago Park, including the Phoenix Zoo and Phoenix Botanical Garden.
