This is one of four Hispanic majority districts: The others are LD-13 and LD-14 in Maricopa County and LD-29 in Pima County. It is one of three districts in which Democrats enjoy an absolute majority (the others are LD-2 and LD-27). This is the most reliably Democratic district in the state in terms of historical voting behavior, beating even District 2, which has the largest percentage of Democrats among registered voters in the state. It has the highest percentage in the state of both Hispanics and blacks. It also leads the state in the percentage of persons without a high school diploma. It has the second-lowest per-capita income (only LD-14 is lower) and the second-highest percentage of residents below the poverty line (only LD-2 has more).
