This is a district with a changing demographic. Most of the district’s population is in Cochise and Santa Cruz counties, where Democrats used to be dominant. However, as the economic base has changed from one centered on mining to one centered on the military and tourism, and as the traditionally Democrat-leaning Hispanic population has become more outnumbered by an influx of retirees, the district has become less predictable politically. Since 2002, Democrats have lost one-fifth of their voter registration base. The ranks of voters unaffiliated with either major party have grown by more than 40 percent. The median per-capita income in the district is the third-lowest in the state. This is the second-most rural district in the state.
