Nearly 50 percent of the residents of this district are Hispanic, making this one of six districts in the state with a majority (or near majority) of non-white residents. The other so-called majority-minority districts are 2 (American Indian), 13, 14, 16, and 29 (Hispanic). Democrats dominate voter registration in all six. The median per-capita income in the district is the fifth lowest in the state. This is one of four districts in the state in which the percentage of voters not affiliated with either major party actually fell between 2006 and 2008. Republican registration was largely flat, and Democrats picked up virtually all the difference. This is also one of two districts in which one of the major parties has an absolute majority of registered voters. The other is District 16, and Democrats dominate in both.
