Prescott is the population center of the district with 122,000 metro-area residents (including Chino Valley and Prescott Valley). The county seat of Yavapai County, Prescott was designated in 1863 as the original capital of the Arizona Territory in order to keep the seat of government far from Confederate sympathizers prevalent in the southern part of the state. The territorial capital was moved to Tucson in 1867. In 1877, Prescott again became the territorial capital until 1889 when it was moved permanently to Phoenix.
