Although Hispanic is the majority ethnic classification for the general population, among persons of voting age white people represent 52.5 percent of the district. The per-capita income places the district in the lower-fifth of all districts in the state. The district’s unemployment rate is in the lower-third of all districts. Slightly more than 10 percent of residents of this district have degrees from four-year colleges, the fifth-lowest of any district in the state. Principally because of the presence of Yuma Naval Air Station, this is one of three districts in the state in which government employment ranks among the top three industries. Democrat enrollment has declined from 46 percent in 2002 to barely 37 percent. During the same time period Republican enrollment has declined from 36.7 percent to 31.8 percent. The ranks of voters unaffiliated with either major party have gone from 17.3 percent to 31.1 percent – an 80 percent increase.
