More than three-quarters of the voting age residents of the district are white. Of white-majority districts, this has been the most reliably Democratic district in the state. It is one of the few districts in which Democrats have experienced a net gain in registration since 2002. Republican registration has declined four percentage points during the same time, and unaffiliated voters now outnumber Republicans, as they do in districts 2, 13, 14, 15, 16, 23 and 29. The district is in the top 10 in terms of percentage of population with college degrees.
