This district encompasses most of Phoenix south of Van Buren Rd. (except Ahwatukee) and the entire town of Guadalupe. District 14 lies to the north, Tempe and District 17 to the east, District 20 is south and districts 13 and 23 are to the west. The northwest corner of the district is the intersection of 83rd Ave. and Encanto Blvd. The district line runs east along Encanto (to include Cricket Pavilion) to 71st Ave., where it goes south one-half mile to McDowell Rd. At 51st Ave. it jogs south again, this time one mile to Van Buren, which it follows east to the Hohokam Expy. (State Route 143). The line then goes south to the Salt River and the border with Tempe. It continues south along the 48th St. alignment to Baseline Rd., where it jogs east to pick up both precincts of the town of Guadalupe. It then follows the boundary of Phoenix South Mountain Park until just east of 51st Ave., where it follows the Phoenix city boundary to 83rd Ave. The line then goes north, heads east for one mile to exclude the city of Tolleson before returning to the starting point. Most of old downtown Phoenix is included in the district, as are Sky Harbor International Airport and the large industrial areas along I-10, west of 51st Ave.
