City governments and tribal communities across the state are gearing up for numerous public-housing projects made possible by more than $150 million from federal stimulus money that began flowing into Arizona's housing programs at the end of February.
The U.S. Department of Housing and Urban Development (HUD) received $13.61 billion from the American Recovery and Reinvestment Act for dispersal to the states. Arizona ranked 21st among the states in terms of the amount of money received from HUD.
The majority of the stimulus dollars will be dispersed to cities and Native American communities through a series of block grants and assistance programs. Approximately 25 percent of the total funds allocated to HUD as part of the stimulus package will be set aside for later this year, when it will be dispersed to housing programs on a competitive basis.
Millions of dollars in grants are earmarked for state and local programs for the construction of affordable, public housing, the renovation of existing HUD-sponsored housing and the prevention of homelessness.
Phoenix expects to receive $4.6 million to renovate the city's 3,500 units of public and other affordable housing, which, together with a HUD voucher program that includes an additional 5,200 units, provides homes for more than 25,000 citizens.
“This will be helping us to advance a huge number of projects that we otherwise wouldn't be able to get to with the funding that we have,” says Kim Dorney, housing director for Phoenix. “We are going to re-roof some properties, paint and add some playground equipment.”
Before Phoenix or any other city, state or tribal agency can receive a Community Development Block Grant for housing renovations they must submit a development plan to HUD. Projects approved by HUD will be funded by an addition to the housing agency's regular line of credit.
Approximately $7 million in homelessness-prevention grants also have been allocated to Phoenix.
