State senators are moving to generally prohibit state agencies from adopting new regulatory rules for a year, a step that would extend a temporary moratorium imposed by Gov. Jan Brewer.
The Senate Government Committee's partyline vote Thursday sends the bill to the full Senate after a legal review.
Supporters said extending the moratorium through mid-2010 would save money and other burdens for businesses and the state.
A committee member who voted against the bill said it is being rushed and that she didn't have enough information on whether there would be costs due to inaction by the state.
Brewer's moratorium currently runs through June 30.
