Arizona Attorney General Tom Horne says he’s reached an agreement in principle on changes to a new Bisbee civil union ordinance that will remove his opposition.

Horne met Monday with lawyers with a national group that seeks full legal rights for gay, lesbian and transgender people which has been working with Bisbee.

Horne and Jennifer Pizer of the Lambda Legal Defense and Education Fund say Bisbee will rewrite a section of the ordinance to make it clear it doesn’t confer rights under state laws.

There’s disagreement as to whether the original version did that but the city put it on hold after Horne threatened to sue.

The ordinance lets people in same-sex relationships receive city benefits and register contracts conferring things like wills and guardianship with the city.
