Arizona lawmakers will vote on final water legislation Thursday as the state comes down to the wire on a midnight deadline to adopt a multi-state drought plan.
House and Senate panels advanced legislation this week for Arizona to sign onto the Drought Contingency Plan — a proposal for seven Colorado River Basin states to leave more water in the river as one of its reservoirs falls to perilously low water levels.
Lawmakers will also vote Thursday on a bill that makes tweaks to state law so Arizona can implement an intrastate drought plan that limits use of Colorado River water. That bill also allocates $39 million — $9 million for groundwater infrastructure in Pinal County and $30 million to compensate water users that will face cutbacks.
Under the legislation, the state will allocate $7 million to Pinal farmers in the current budget cycle and $2 million in FY ‘20. The $30 million appropriation also will occur in FY ‘20.
The bills will be debated on the floor of the House and Senate, but are unlikely to face widespread opposition. Legislative leaders from both parties have expressed support for the DCP legislation this week, and the bills sailed through House and Senate environmental committees.
Sen. Juan Mendez, D-Tempe, was the only lawmaker who voted against the bills in committee, saying the DCP and a related Arizona drought plan don’t fully address the issue of water scarcity and voting for the bills would set a bad precedent. Arizona is only going to use less water when forced to, he said.
Because the water bills are “emergency” measures, they will require two-thirds votes in both chambers.
The vote on the bills will be the culmination of nearly a year’s worth of water talks that brought together water users from all backgrounds and every corner of the state.
The House will gavel in at 1:15 p.m. and the Senate at 1:30 p.m. Thursday.
