Martin echoes Napolitano in call for federal money

State Treasurer Dean Martin has sent a $1 billion invoice to his old nemesis, U.S. Homeland Security Secretary Janet Napolitano, to recoup Arizona's costs of incarcerating illegal immigrants who have been convicted of crimes.
