Overwhelmed child abuse specialists relinquish cases to less-skilled workers

Child welfare investigators specializing in cases of sexual and physical abuse are relinquishing thousands of cases to ordinary caseworkers, who are already overburdened, a practice that is possibly in violation of the law.
