Governor Napolitano has appointed Victor Flores as president of the Arizona-Mexico Commission (AMC), replacing Phoenix attorney José Cárdenas, who remains an active member. Mr. Flores has served on the AMC for the five years and is a senior government representative for Salt River Project. He also has been involved with the Arizona Hispanic Chamber of Commerce, the ASU Alumni Association, Valle del Sol, Inc., the ASU Los Diablos Alumni Association, the Town of Guadalupe Chamber of Commerce and the Hayden-Winkelman Unified School District. Other new board members are: Gil Jiménez, director of the Arizona Department of Commerce; Armando Flores, Arizona Public Service; Janice Miller, Avnet, Inc.; Bruce Wright, University of Arizona; Karen Nicodemus, Cochise Community College; Jeff Peterson, Quepasa.com Corp.; Tabatha LaVoie, Sacks Tierney P.A. and Edward Celaya, Wells Fargo. The Arizona-Mexico Commission is a public-private nonprofit corporation that promotes Arizona’s relationship with Mexico.

Gregory Y. Harris, a Phoenix attorney, has been elected to the board of directors for the National Council of State Boards of Nursing (NCSBN). Mr. Harris, a Phoenix resident, practices in Lewis and Roca’s government relations group. Before joining the firm, he was at the Arizona Department of Insurance, and before that, served as an assistant attorney general, where he represented agencies such as the Board of Nursing and Pharmacy Board. The National Council of State Boards of Nursing is the organization through which the boards of nursing act and counsel together on matters of public health.

Marshall H. Porter, a member of the State of Arizona Board of Executive Clemency, will receive the 2003 Lincoln J. Ragsdale Sr. Outstanding Director Award by the Black Board of Directors Project. Mr. Porter is chairman of the board of Gompers Center for the Handicapped in Phoenix; is on the National Board of Court Appointed Special Advocate and the state Foster Care Review Board. He also is a member of the Paradise Valley Unified School curriculum advisory council. The award is named after Lincoln Ragsdale, a Phoenix businessman and prominent volunteer and philanthropist. Mr. Porter will receive the award at a banquet Oct. 17 in Scottsdale.

Salt River Project has been named one of the 2003 Safest Companies in America by Occupational Hazards Magazine. SRP is profiled along with 15 other companies in the magazine’s September issue.

Arizona Public Service Forestry and Special Programs Manager Mike Neal is the new president of the International Society of Arboriculture, a scientific tree care organization. Founded in 1924, the group conducts research and helps to “foster an understanding of trees,” according to an APS press release. Mr. Neal manages tree pruning, environmental issues for APS. He also is a member of Governor Napolitano’s Forest Health Oversight Council and is a past president of the Arizona Community Tree Council. —
