There were some 11 bills concerning HOA reforms filed at the Capitol as of Jan 14. I congratulate those sponsors and all the legislators who recognize that we have a serious problem with homeowner associations.
H2378, on open meetings, H2453, on privatization, and H2380, on disclosure, will bring out very important principles concerning our rights and these private governments.
Other measures deal with mail votes in place of proxies (recommended by Roberts Rules), penalties, the liens bill sponsored by Rep. Eddie Farnsworth, expedited justice of the peace court hearings, CPA audits and conflict of interest. Some will cause problems for the HOAs and will be bitterly fought by boards of directors.
Homeowners can expect some degree of reform from this session of the Legislature. I urge all advocates to get involved in the process to help get these bills passed for the relief of all homeowners.
