A homeowners association bill regulating political signs picked up amendments dealing with house paint and music lessons in the Senate on April 26.
The bill, H2478, which specifies the sizes of political signs permitted in a planned community and when they may be displayed, was heading for third reading, with amendments that also specify colors a house may be painted and that music lessons may be taught in homes.
The amendments, authored by Sen. Jack Harper, R-4, resulted from requests by several of his constituents — one of whom was revealed when Sen. Bill Brotherton, D-14, questioned Mr. Harper about the house painting amendment.
Mr. Harper acknowledged he received a call from Larry Scruggs, husband of Glendale Mayor Elaine Scruggs, complaining that Arrowhead Ranch would not permit them to repaint their house in its original color because the color was no longer approved by the homeowners association.
Mr. Harper’s amendment permits the Scruggs’s and others residents of planned communities to repaint their houses in original colors.
Other Harper constituents complained that their homeowners associations would not permit them to teach piano and other music lessons in their homes, and the Senate adopted his amendment to permit such lessons.
The amendment, however, recognizes the permission may be overridden by local ordinances.
If passed by the Senate, the HOA measure, sponsored by Rep. Tom Prezelski, D-29, will go back to the House for action on changes to the bill. The original version passed the House 41-17. —
