Here’s a quick look at the 47th Legislature and its opening day:

CEREMONY: The House and Senate convene separately in their own chambers at noon today, with members taking the oath of office and formally electing presiding officers. Both chambers then meet in joint session in the House Chamber at 1 p.m. to hear Governor Napolitano’s State of the State address.

PARTISAN MAKEUP: After picking up a seat in the November election, Republicans hold an 18-12 edge on the Senate. The GOP saw its House majority slip slightly, to 38-22, as Democrats won one Republican seat and another held by a GOP-leaning independent. Neither majority is big enough to override gubernatorial vetoes.

STATE OF THE STATE: This year’s address to a joint session of the Legislature will be the third by Ms. Napolitano, now halfway through her four-year term.

LAWMAKERS NEW AND OLD: The 30 senators include 24 returning incumbents and six new members — though only Republican Ron Gould, a former Lake Havasu City councilman, hasn’t served previously in the Legislature. The 60 representatives include 40 returning incumbents and 20 newcomers, of whom five have previous legislative experience.

LEADERSHIP: Prescott Republican Ken Bennett returns as Senate president, while Phoenix Republican Jim Weiers takes over once again as House speaker. Mr. Weiers was House speaker in 2001-2002. He spent the last two years in the Senate.

TIMELINE: Mr. Bennett and Mr. Weiers hope the Legislature will approve a state budget for the 2005-2006 fiscal year by late March and adjourn the session by April 15.
