Karen Smith has been named deputy director of the Arizona Department of Water Resources. Ms. Smith comes to the ADWR from the Arizona Department of Environmental Quality where she served a director of the Water Quality Division since 1998. She was named to the post by ADWR Director Herb Guenther. Ms. Smith also is a member of the Governor’s Drought Task Force and the Colorado River Water Quality Task Force.

José A. Cárdenas, chairman of Lewis and Roca LLP, has been selected to a life membership on the Council on Foreign Relations. The Council is made up of scholars, policymakers and experts in foreign relations. Its 4,000 members offer ideas to educate policymakers, students and citizens on foreign policy choices facing the U. S. and other governments. Arizona members include ASU President Michael Crow and professors Orde Kittrie and Myles Lynk of the ASU School of Law. Mr. Cárdenas was president of the Arizona-Mexico Commission for eight years under Governors Symington, Hull and Napolitano and serves as chairman of the board of the Translational Genomics Research Institute (TGen). Rex. C. Anderson, P.C. has opened a law office in Scottsdale. Mr. Anderson has represented lenders and loan services in Arizona courts for more than 14 years, serving the past four years as the managing partner of Shapiro & Anderson, L.L.P. He will continue to limit his practice to assisting lenders and other foreclosure trustees with loans involving Arizona real estate, and to represent lenders and trustees in bankruptcy and state court matters. Margaret Leichtfuss joins the Arizona Community Foundation as a senior advancement officer for development. Ms. Leichtfuss recently served as director of the Arizona State University President’s Club, which raises discretionary funds for the university’s president and provides support to other areas. She has also served as development director for Children’s Action Alliance. The foundation is a statewide philanthropy with 11 affiliates that matches donors’ interests with community needs. Established in 1978, the foundation has more than 700 funds and an endowment of more than $410 million.
