I would like to compliment you on your excellent piece regarding J. Elliott Hibbs. [Retiring Revenue Director Discusses Public Service, Former Governors And Striving For Government Fairness, April 8 issue]
In spite of my many years in state government (I too was hired by Bruce Babbitt), I do not know Elliott Hibbs well, and I have never worked for him.
However, I can tell you the reasons Mr. Hibbs is highly regarded by legislators from both parties are that he is extremely competent, and that he does not engage in gamesmanship or in one-upmanship, but rather is straight-up with everyone. Elliott has not only been a fine manager and administrator, he has also been a leader who cares about his employees.
