Arizona’s defunct border wall leaves trail of runaway costs, error-filled invoices

Former Arizona Gov. Doug Ducey issued an executive order in August 2022 directing officials to build the shipping container wall on federal and tribal land. Sections went up in the Coronado National Forest, in Cochise County, over objections from the federal government that the wall trespassed on federal land. Nearly two-thirds of the money was intended for construction of a barrier at strategic points along the border. The solution the administration settled on was unusual: empty shipping containers stacked one on top of the other and locked end to end.
