Prop 316 passes, will limit grocery taxes in Arizona municipalities

Arizona voters approved a ballot initiative that will cap local governments’ taxes on grocery items, the Associated Press projects.

As of 11:30 p.m., the AP reported that “yes” on Prop. 316 was leading with nearly 60% of the vote.

Prop. 316 requires municipalities to receive voter approval before raising sales and similar taxes on grocery items. Such tax rates cannot exceed 2% of the items’ value.

If local governments already have such taxes exceeding 2%, they cannot raise the rates further.

Supporters of the measure argued it would ensure greater affordability for residents. Opponents said it would eliminate a potential revenue source for city and town governments and abridge local authority.
