Goldwater Institute report hammers Wilcox, DBE program

A report by the Goldwater Institute indicates potential problems with the Disadvantaged Business Enterprise (DBE) program at Sky Harbor Airport and specific abuses of the system by Maricopa County Supervisor Mary Rose Wilcox.
