Tom Horne faces civil penalties for campaign finance violations (access required)

Attorney General Tom Horne and a top staffer who ran an independent expenditure committee that assisted his 2010 campaign could face more than $1 million in fines after an investigation by the Maricopa County Attorney’s Office determined they illegally collaborated, but neither will face any criminal charges.
